Formal Complaint Regarding the Capture and Treatment of Street Dogs in Marrakech

Dear Sir/Madam,

 

I am writing to express serious concern about photographic and video material published by IAWPC on its Instagram account (@IAWPC), showing what appears to be the violent capture and handling of street dogs in Marrakech.

 

The relevant posts were published on the following dates:

• August 6, 2026

• September 27, 2026

• October 6, 2026

This material raises concerns about the methods being used to capture and transport street dogs and whether these practices comply with Moroccan law concerning the protection and care of stray animals.

I respectfully request that the Commune of Marrakech investigate these incidents, identify the authority or contractor responsible for the operations, establish which procedures have been authorized, and determine whether the treatment shown complies with Law No. 19.25 concerning the protection and care of stray animals and the prevention of risks associated with them.

 

I would also like to emphasize that Trap, Vaccinate, Neuter, Return (TVNR) offers a humane and practical approach to managing street cat and dog populations. Through vaccination and sterilization, followed by the return of animals to their territories where appropriate, TVNR can help reduce population growth over time while improving animal welfare and supporting public health. Humane, evidence-based population management should be considered a sustainable alternative to violent capture and indiscriminate removal.

 

I did not personally record the incidents described above. This complaint is based on material published by IAWPC, and I can provide identifying information for the relevant posts if required.

 

I respectfully ask the competent authorities to investigate these reports, preserve any relevant evidence and take appropriate action if violations are established. If these matters fall outside the Commune's jurisdiction, I would be grateful if this complaint could be forwarded to the appropriate authority or if I could be advised where it should be submitted.
